big government is back? it's been back!

The cover of the most recent U.S. News and World Report declares that "big government is back-- no matter who wins."

Actually, that's not quite true. Big government never left! We had a mild reprieve under Reagan, before we were treated to the economic approaches of Bush I, Clinton, and then especially Bush II and his Congresses.
