From Dick Kaukas in the C-J this morning, we learn that Doug England has decided to absorb water/sewer as a function of local government. (The article reads as if this is an executive decision-- perhaps/presumably in consultation with the Storm Water Board and the City Council.)

The article-- and especially its headline-- could have been clearer. The emphasis is on the cost savings (about $500K)-- with nothing on what it will cost to have this run by the government.
